This is called short cycling. Common causes are a dirty filter, a frozen coil, low refrigerant or an AC that is too big for the home. It wears out the compressor faster, so book a diagnostic if it keeps happening.

Your AC pulls moisture out of the air and drains it through a condensate line. If the drain or pump is plugged, or the coil freezes and then melts, water can overflow near the furnace. Turn the AC off and book a repair.
